The Original Petition
On January 13, 2023 Kerri Jeter wrote the petition (see it below) and wanted to have 1,000 signatures by 1/17/2023, when she and Sarah Fox met with our 35th District Legislators, Rep. Dan Griffey and Rep. Travis Couture.
When they sat down inside Rep. Griffey's office, 1,746 had signed the petition. By the time, we turned the petition off, there were almost 3,000 signatures.
We exercised our freedom to petition and our representatives went INTO ACTION!
They are working to sponsor bills and make changes to the laws pertaining to SVPs—Sexually Violent Predators.

Here is the petition as originally written:
In the last 48 hours the community of Tenino, in Thurston County has been awakened to the information that there is a planned Secure Community Transition Facility that will be home to 5 adult male violent sex offenders, the first resident arriving as soon as February 1, 2023, from the McNeil Island Special Commitment Center.
The prospective residents of the house, which will be located at 2813 140th Ave SW, Tenino, Wa, 98589 are sexually violent predators—meaning they have a mental abnormality or personality disorder that makes them likely to engage in repeat sexual violence. Many of those committed are diagnosed with a general paraphilia, a condition in which a person’s sexual arousal and gratification depend on behavior considered atypical or extreme.
Men who stalk little children, men who have multiple victims, men who have raped and murdered, men who are sexually aroused by the distress of children, men who show no remorse, and men who are likely to repeat. The most alarming fact is that these are men with deviant thoughts about children.
They are all men whom the state considers to be the most dangerous sex offenders. These are types of men who themselves admit the fact that they’re always a risk to the community, a line of thinking that helps them stay self-aware but not compelling enough to be able to control their urges if given one moment of opportunity.
In fact, the CEO of Supreme Living, LLC, Angela Rinaldo confirms this by stating, "Past behavior can be a predictor of future behavior." Yet, somehow these 5 men will be an exception to that truth. Our town is home to over 1300 school-aged kids, this doesn't include children who are not in our schools. Our town is approximately 2800 strong—this means our town's population is more than 50% comprised of minor children.
Why is this important?
These are the top public safety concerns of this Secure Community Transition Facility.
Public safety concern 1: Location.
The house has no secured fencing, no warning signs of potential danger, and low-end wifi security camera systems. The house is less than 2 miles from WA I-5, a major highway that more than 274,000 motorists use daily. It is also housed on a 15-acre wooded plot of land—easy for someone to escape and move quickly to disappear.
Public Safety Concern 2: Employee Training.
According to the CEO of the housing facility, Angela Rinaldo stated during a meeting in Tenino on 1/11/2023, "onboard training for employees is only 3 days long." This is inadequate training for employees who are required to monitor up to 6 adult males who are violent offenders. Their employment qualifications are as follows:
-High School Diploma or GED
-1 year of experience in corrections, social services, chemical dependency treatment, or mental health services (preferred). Previous Security experience a plus.
-Valid Washington State Driver’s License required or the equivalent if residence in Washington is new.
-Must complete SCC Chaperone Training (provided by Supreme Living).
-Meets health requirements, i.e. – flu vaccination, COVID vaccination, and booster, tb testing – per licensing requirements.

Public Safety Concern 3: Physical safety and welfare of community members.
Tenino's population is comprised of more than 50% minor children, many of whom ride the bus and live in close proximity to this location. As sound-minded adults who love our community and are passionate about the safety and welfare of our children, we MUST take action to stop this facility from housing violent men who prey upon children. We also need to keep our mail delivery personnel, and delivery drivers safe from harm. An opportunity for an act of violence could result from an unsuspected delivery driver leaving a package at the residence.
*Boaters are not allowed to anchor their boats within 100 feet of shore from McNeil Island (where these men are coming from), why would we allow potential victims to approach their front door?
Public Safety Concern 4: Law Enforcement Issues.
-Department of Corrections is NOT aware of this sex offender house being installed and opened. DOC does not have a 24-hour responder to detain an individual who flees, and acknowledged that some of these individuals may not be under their jurisdiction.
-Thurston County Sheriff Officers have no authority to detain these individuals unless they have committed a crime or DOC/DSHS issues a warrant/court order DURING business hours. (Source: Sheriff Sanders Facebook Page).
This installation would leave former McNeil Island sex offenders, self-described by the government, 'the worst of the worst' when it comes to sex crimes—in an unsecured, rural residence without compelling security from trained law enforcement personnel.
This petition is to urge you, as the representatives of the concerned constituents of the 35th Legislative District of Washington State, to require Supreme Living, LLC and other agencies to cease and desist from moving forward with this facility in our community.
